often times the save that I last played on just doesn't let me form new nations, and by that I mean the button is just gone, the option to do it isn't there. I don't know why this happens, please help me resolve this. Thank you

Hello, I'm having trouble with Age of Civilizations 2, especially the scenario Modern Day during the first turn waiting is about 3 seconds, completely normal. After that, second turn is over a minute, probably 2 minutes. Why does this happen and can I fix it? Has it happened to somebody else?
