Adding Provinces to Base (Earth) Map

I am trying to add new provinces to the Earth map, using the Map Editor provided by Lukasz, starting with San Marino in the middle of the Rimini province (25). I have gone through all of the necessary steps, however, the new province, no matter what number I give it does not show up in the map. It just shows as part of the background, not even a sea province. Any possible fixes? Thanks.

I originally posted this to the default "Help" forum, and then realized there's one under the Map Editor.
