Any tips on making custom civs with custom tags

I've been experimenting on making civs in the civilization creater then adding into the game with a new tag like say dalm for Dalmatia. Every thing is working fine but some civs just don't appear at all or appear to be able to be added to scenarios but I can't have them as a formable nation or a union. I can't seamingly find a way to make a civ like this without something like this happening 9/10 so any advice would help a lot

      Age of Byzantine Mod (330-1453)
      As Aoc2moddingtr group, we started the construction of a new mode called Age of Byzantine. In the mode, all the wars that Byzantium was involved in from its foundation to its fall, and the scenarios of the years from the founding period of Byzantium to the period of its strengthening and collapse will be found. Scenarios will be prepared by paying attention to small details such as technology levels, start-up populations, start-up economies, relationships. In some scenarios, a higher technology score can be provided to the powerless country in order to balance the forces.

      ATTENTION! After the release of the new editor, which is many times more convenient than the old one, I will do mod in it! The speed will hardly suffer, and the quality will be much more than through a provincie generator!

      So I have Been Modding A Map For Quite Some Time.I Decided To Test Run It Once I Had Completed 550 Provinces So transfered The Province Files I Made To A New Map File In The AOC2 Localization files.I Changed all That was Necessary (/data/provinces,update) for the provnces and (config as well as The Age_of_civilizations.json) all was set up as I Followed A Tutorial Here.Now The Only Thing I Had To Do Is Set The Connections.I enterned the game and the ingame editor then i selected my map and as it started loading the game crashed.I tryed again and the result was the same.I checked the file again all where right.I edited some of them and yet again the game wouldn't run the map when i loaded it.
       
      If Anyone has an anwser or maybe can help me with rechecking the map files plz reply

      so I was going to continue with a little project I was working on when this came up (in the picture) I thought it was just a problem with that map editor so I tried to open a different copy of it I had and the same thing happened. It started after I downloaded a 'better' map editor thing on here awhile back but I never thought that I wouldn't be able to open any of the map editor applications i have (the same one just different copied for different projects)
