I cannot make my map!

When I make provences on the map editor they turn to this when I use them plz help me

1. Go to Map Editor 》Map: (Name of the map where you add the province 》 Edit Sea Province.

2. Choose a province

3. Set the province to level -2, press enter, then set the level to - 1 again, press enter.

4. Wait for the game to reload and it will fix your problem
