It depends on how the mod would look etc, but if we are talking about actually modding the game then i would make agression from 0 to 1000, rebels more efficient (like more troops), civil wars happening more (now they are pretty rare and they happen only on low stability and low happiness), units cost more like 10 normally and 25 for immediately use, minimum 100 units to attack
i dont know if more is needed in the actual modding, in normal game you could add some events, like ww2 with and without events so people can do what they want, and remember to not make the provinces have much economy or population cause bots can create sick amount of troops cause of that, but you will test it i guess so you know what will be good

If you can you can check those ideas i wrote, i think they are pretty okay, at least some of them, i dont like that when i conquer all of world no rebel happen or anything and all this is easy, those "uprising" civil wars and stuff would be fun i guess, but you can also make the modded version and standard version so people can choose what they like more
