What is Campaign Scenario in Earth 364 Prov.?

If you were to go into Games, go into the earth options and select "Earth | 364 Provinces" and start a New game, you have the option to pick 2 Scenarios, 'Modern World' and 'Campaign.'

My curiosity grew on me, so i ventured and investigated to see what Campaign was. It seemingly is some sort of test scenario or possibly a abandoned scenario/forgotten scenario.` Can anyone help me find out what it is?
