Game lags when attempting to add civilization to province in scenario/opening Game Civilizations menu

When I attempt to add a civilization to a province that isn't recommended, the game freezes for a bit, then brings up the menu. Typing in through the searchbar is also incredibly laggy and can add letters. My computer runs the rest of the game just fine, any solution to this? It's annoying.
