How do you add capitulation?

I've seen the capitulation feature in multiple mods like Bloody Europe II but I'd like to know how to add it to my own mod.

Well there's a thing with events where you can do it.. basically when a certain province or city falls, you get a pop up which you make on your own. Only issue with it is that you have to add it in events for every singular country by hand. If you'd like to know more, you can reply here so I can explain it.
