Does Anyone Know How Events Work?

I used events to create a Spanish civil war in the W.W.2 scenario, but after I deleted it I could not get any events to work. I try to make it so that the U.S has a civil war in one of my scenarios, it doesn't work, I try making the 7 years' war happen, it does not work. I cannot make events in my scenarios anymore and I want to know why this may be an issue.

If someone knows please reply telling me why because I did try do stuff like add capital and other things like changing the likeliness of it happening.

Making Events in this game is fucked up, sometimes Events work sometimes Not. Łukasz has to completely rework Events in scenarios. You can only make simple and Short one, but if You try making more complexed its harder and sometimes some Events do not even show up.

Every event has to have:
-at least one condition (if you don't know what condition to add, just use "civilization exists")
-one outcome (this is the decisions you will be making if an event appears)
-a recipent 
-and a "since" date ("untill" is not needed as it will only make getting the event harder and unless you give the event "repeatable" it will not happen twice.)

If you somehow made all this things and it STILL doesn't work, send me a screenshot of the menu.
