rus_m and rus_c are both formable civilizations, that's why the ideology change is locked.

If you really want to change ideology without having to form civilization, go [Editor >  Map Editor > Map: Earth > Formable Civilizations > Soviet Union] and remove Russia as claimant.

You can't be Democracy because you already are, can't be Monarchy and Communist because it requires land and territorial changes and Fascist isn't
