I am trying to make a map to play but for some reason i get this weird outcome

For some reason the color of civilizations are not where they are supposed to be. Could anyone help?

If you didn't understand what's wrong, the color outcome of cities are far off where they are supposed to be. Also when there is more than 10 provinces the game just doesn't run the map.

The game thought the provinces are sea provinces I think.
