How do make different leaders for different ideology?

So whenever I play as let's say Germany in world war 2 and I change the government it makes the leader to Wilhelm and I want to add a custom government with a different leader (one that's already in the game) other than Wilhelm.

Most likely you need in the file with the rulers for the desired civilization (mods/YourMod/Game/Rulers/Ger.Json)
and add another ruler after Wilhelm. After Wilhelm's death, your ruler will take his place
