Unable to quit fullscreen

I click the option then restart the game but the game stays in fullscreen. The setting's color changes from green to red and stays the same after I open the game again so its not about me failing to click or save the setting. Nothing changes when i go back and enable fullscreen and then restart either.  It just doesn't work.

Open Config.txt in the settings folder, if "FULLSCREEN=true" then edit and put false.
If it don't work, lower the resolution.

As said Iceman, you can force any setting from config, which located in MAINGAMEFOLDER/settings/config.txt

This will work with any other ingame setting, not only full screen mode.

Thank you all for your answers. I changed the setting from the config file and lowered the resolution and that worked partially. The game was indeed windowed but the top options to close minimize, fullscreen it etc are absent. You know the - □ × buttons. Then I restored it to my screen's native resolution. Now its still windowed but there is a small gap at the bottom from which I can see my desktop wallpaper. I then tried borderless gaming which just added another gap at the top for some reason but the gaps were colored blue this time. Sometimes the taskbar just appears on top of the window too. Never encountered this on another game before and my screen is 1920x1080. I'm not sure if there's any way for you guys to help me further as I'm starting to suspect that this is either a bug or a problem with the game's engine.

Someone made a mod for borderless fullscreen so if anyone has the same issue I'll provide the link.
