go to "C:\Program Files (x86)\Steam\steamapps\common\AoCII\game\civilizations_editor\1717812414661qxqwkhmh" (1717812414661qxqwkhmh is just a civilization i made [lower saxony] different nations will have different codes) so go there set 1717812414661qxqwkhmh\1717812414661qxqwkhmh_FL.png as the flag you want (27x18) and then set 1717812414661qxqwkhmh_FLH.png to the same image but larger (68x44)
