Creeperagent333 0 Posted December 13, 2021 I'm currently working on an Axis victory scenario, and i'm trying to make an event that will cause a civil war in Germany. I'm trying to do this by creating vassels, setting their territory to be their cores, then liberating them and declaring war on them, but the cores won't change.
