How to make civilizations that change Idiology

Does anyone know how to make a flag created by you change its language when forming a civilization? Type I created the flag of the ussr and when forming it with russia it changed to communism

Let's say you want to make from Russia to form Soviet Union and change to communism. 

Find the tag of Russia (I think it's rus) and find the tag of communism (I think it's c) and create civilization named rus_c, make the flag for him and write the name, afterwards you can make forming civilization with it in the map.
