Leonidas1224 0 Posted October 21, 2022 Okay so I'm making a scenario, etc etc. I want to know if there is any way to give a province a population of a certain country/group of people but have it remain a neutral province. For example, I would set the Caen province to have a population of french, but the province remains neutral.
