Is there anyway to make more soliders

Hi
I wondered if there is any way or mod to make more the normal soliders
For example when you conquer a country even if the country has huge population you cant recruit more than 400 soliders
Or a way to when you recruit some soliders number of the cities population won't decrease so you can be the greatest country
Pls help my if there is anyway

Just try to asimilate the capture provinces, you will get a notification about it and you must wait a certain amount of turns for it to be fully asimilated

Can you tell me how? also i'm playing in sandbox mod
