Event where a peace treaty is introduced?

I tried to create an event where if Poland takes (occupies) <provinces> from Ukraine, an event should pop out saying "yes, pls peace treaty" and "no, war". I've created 2 triggers with one saying that Poland should exist and one saying "Occupied provinces". I've selected Poland and the territory.

 

No event is popping up. Any idea why?
