Probably not, since AoH3 will be a real-time strategy (RTS) instead of a turn-based strategy (TBS) like AoH2.

In addition to the already existing answer, I will say that externally and stylistically it will be possible to say that the AoH3 game will be similar to Europe Universalis 4. Both in terms of wagering any country, and from the date and countries existing on the map.

The differences will be barely noticeable. At least because the borders of the states are more visible and there are more provinces in the game.
