I wonder what the probability of drawing individual bonuses will be for the newly appearing ruler?
What ranges will these bonuses be in? From -5% to +5%?
What is the probability of selecting a very good ruler and a very poor ruler?
I think that it would be best to draw a good/bad ruler using a Gaussian distribution
