When two nations enter a peace deal, what will determine whether the AI choses to annex, vassilize, force a religious conversion, demand war reparations, or force a government change? I would suggest that the AI choose to annex only if they have a province which borders the enemy nation. If they do not, they should chose one of the other options. This will help with border gore and prevent the creation of random enclaves and exclaves.
Or alternatively there could be an option to enable/disable the creation of enclaves and exclaves, similar to CKII
