Will there be an easy way to make an image you have downloaded the flag of your custom nation?

I'd like to know because I have an Android and it is a PAIN to put a downloaded image into the game to have custom flags. I want to know whether this is something to expect or if I must do my best to recreate the flags using the ingame flag editor.
