It would be a nice addition if AI could focus on securing strategic provinces by building defense buildings in (major and capital cities, high and rare resource income, high population and unstable provinces). For example, France is very unstable, so it builds forts in Versailles. The USA has a large resource of coal, so it builds barricades.
Bonus : Civilization with the most rare and useful resource would be more likely to be declared war by its neighboring countries.
The change of X country to declare war to Y country will increase by {1}%.
