I added new civs but names wont work

I added new civs using the translation thing in the mods it was

Quote

pol(ger) = Polen
pol(ger)_z = General Government
ukr(ger) = Ukraine
ukr(ger)_z = Reichskommissariat Ukraine
frafree = Free France
ber(ger) = Weißrussland
ber(ger)_z = Reichskommissariat Weißrussland

that was the civ tags I put the files in "C:\Program Files (x86)\Steam\steamapps\common\Age of History 3\mods\*my name*_Mod\languages\civilizations\Bundle.properties"

It should be:
mods\*my name*_Mod\languages\Bundle.properties
 

Without 'civilizations' folder
mods\*my name*_Mod\languages\civilizations\Bundle.properties

Look at mod example:
modsExamples/NewUnits_PlusTranslations/languages/

Is not working, tried renaming "rus_c" to something else and it doesn't change.

Without ideology tag it works, except for Democracy ideology.

its a custom civ
