If it was a tribe, I could understand it, but in this case, the monarchy can colonize, which is weird. Like in AoH 2 where theoretically you need to have a technology level of 0.85 to colonize, but in practice you can colonize without having a single technology Or maybe it's the second type of monarchy (because there are 2 types of the same monarchies in the game), who can do something like that.
