What are these indicators responsible for in the AI file?

What are the following indicators responsible for in the file: (game/gameValues/AI/AI_Build)?

"BUILD_SCORE_MIN: 10000,

BUILD_SCORE_CAPITAL: [125, 100, 75, 25],

BUILD_SCORE_CAPITAL_TOTAL: 275,"

I tried to increase each of these indicators tenfold and also decrease tenfold, and in each case it had no effect on the behavior of the AI
