How to expand treasury?

Hi. I was collecting 15k, I wanted to have some money, I was preparing for a big war. Suddenly I stopped at a certain amount and couldn't earn any more. How can I expand my treasury so I can have more money?

Civilization advantages -> Maximum amount of gold

This can only be done if you've already unlocked the minted coin technology.

or

Civilization Legacies -> Economic Boom

This requires legacy points.

or 

Adopt newer laws in the monetary policies tab.

 

Max amount of gold changes with your economy too I think but I'm not sure what exactly affects it.
