Do the rulers/civ.json (in my case is oda.json) not automatically fill in the next ruler?

Perhaps this is not a bug but,
Are these just specifically built for a certain timeline and not a continuous one?
Do you have any plans to add the feature if it is not a bug?

The thing is I am a bit confused, as to why, whenever my ruler died i.e Nobuhide the next ruler would be a generatedRuler instead of the heir Nobunaga.
