Cant interact with some spesific civilizations and cant hire generals/advisors

Some Spesific countries such as Venice and Trieste cannot be interacted (you cant answer their offers and cant view them on diplomacy map mode even if you are playing as them) and they are like this in every scenario. Also nothing happens when I try to hire advisors or generals.
