This change doesn't place a ban on all A P K files but only AoH3 ones as... only the AoH3 files are banned. modding with A P K files is what AoH2 relies on that and its not banned and IDK about AoC so it was changed to specify that it only applies to AoH3. sharing AoH2 files are allowed.
