How to annex a country?

Hey so umm basically I've been playing as Spain and just fought off Andorra, basically I recruited a few units and attacked Andorra and got its territory. The problem is that I'm just occupying it, so HOW do I make to annex it so Andorra will be 100% mine?

You only have to sign a peace treaty with them and touch the territory that you want.
