How to create a new province

I can´t active the new province, it is just an hole in the map and i can´t edit anything of it. I has created the province in the map editor, but it doesn´t change

Check if NumberOfProvinces in the config.json is correct.
In the map folder, go to data\scales\provinces and delete the folders there, just the folders. They will regenerate after opening the game.
