How do you mod on Chromebook?

Im wanting to make a steampunk type mod, but modding on a Chromebook laptop is much different then other laptops. I can't even use steam! Entering files are also difficult. I literally have a laptop that counts as a android. I have access to the play store, so if their is a app that helps modding then it will be greatly appreciated. Thank you!

there are apps to extract files from and game,there are a lot just search on google and youll find
