the Editor is lacking a ton if features like changing Flags for civilizations with different Ideolegies,Making new ideologies,you can't find your custom leaders in the base game etc

You can already make those, however you have to edit game files

Its easy to do the ideologies and the flags of your custom civilizations for diferent ideologies although is a bit hard

you can resize flags or use the editor for flags for ideologies for custom flags
