The holy Roman empire doesn't work and has no abilities to change anything in the game it is just a rank system. But there is some mods like Conqourers II.

That makes it when you attack someone in the holy Roman empire. The others will attack you.

Does that only work when you start it with the .jar file rather than the .exe? I've been playing that for a while now and havn't gotten that.

I think it is about a file that I don't know about which changes the AI behaviour.
