Diplomacy not functioning properly

Whenever I go far enough in my Age of Civilizations 2 game (Around 2000 turns through), I can't harm or improve my relationship with any other country and eventually most countries began having diplomacy value of 0 and it's unchangeable, how do I fix this?

Infortunately its too late for your games. But for your future games u can use this :
