Event fires instantly

I have created an event where a nation requires specific provinces in order to show up, but instead the event shows up immediately. I want the nation to annex + core the provinces but it seems not to be working.

Make sure to check all other triggers some triggers won't work, try to replace them. 

Also try Changing the date.

Trigger "Controls provinces" isn't working, try using "Occupied provinces".
