To change the number of Rebels you will most likely need to make changes to the Game code. But if you don't know about code change, I suggest you to do this:

• Open the Game > Goverments.json file.
• Find Rebels Government type.
• Increase Defense Bonus by a certain amount.
• If you increase it a lot they will be very strong so make it balanced.
• Test a few times and set the Defense bonus for the last time.
• Rebels Defense is now much better too.
• But as soon as they attack, they are largely defeated.
• This is how I strengthened the Rebels in my mod.

Dex file but where i tried looking everywhere and i can't find 

In Game_action or where?

I don't know but try other class files like bigger ones. Actually it would be nice to find it by looking at individual files but I don't have time.

I know this is pretty unrelated but do you know what file do you use to test run the game when its decompiled
