System of federation

This is my last request for now, it's the possibility to federalize our playing country to stabilize more. Like the proposal to federalize Austria-Hungary in 1906. I don't want that to become too op, just create some states in the country and there will have an internal border to divide each state. It's only for stability and risk of rebellion, it's also for look. I think it could be interesting for laws and reforms. We can't create it with another country. And finnaly, the capital is still the same.

Note : this isn't an ideology, so monarchy, democraty, communism could be federalized.

Oh yes, we need this! I proposed something similar and I’m glad that I’m not the only one who needs federalization/autonomy. In this way it will be possible to make the USSR, the USA and many other countries. It is also necessary that in case crisis, the federation disintegrates along the borders of its constituent entities.

Yeah, i see this being used to represent tribal confederacies and leagues as well (like the peloponnesian league or the league of cambrai)

I think it's good if we can select the newly created state, it will make this more easy. So these states could have their own flag.

Finally, sometimes it must have minorities/several ethnic groups or low stability, otherwise, it won't be very useful.

1. It could start with an event :

Title: Minority manifestation. 

Simple Description: The minority complain that they want to have more equal rights.

Triggers: The stability must be under 45 %

Outcome 1: Skip.

Outcome 2: Reforms some laws.

Outcome 3: Form a federation.

If it's outcome 3 :

2. Select the states in "Select a Civilization"

3. Select the border.

4. When it is complete, click on "Release as a Federation"
