The purposes of resources should be for building things, so its not just gold. Some resources should be blocked off until sufficient technology too, you shouldn't be able to mine uranium in the year 350 AD. Another idea I'm interested in are unique buildings. For example Egypt will be able to build pyramids, France will be able to build the Eiffel Tower, US the Washington Monument, et cetera et cetera. These buildings will require the country to have the correct religion and or technology. For example, to build pyramids Egypt will need to have the Ancient Egyptian religion. While the Eiffel Tower should only require you to have like, steel, researched. Unique buildings promote tourism and thus increase income.
