Canals, navy and split cities provinces

How is that exactly going to work? I don't see the suez canal province on the map, same for Panama, also how will you deal with situations like Jerusalem being split into two, east and west Berlin etc? And do you evwr plan on adding navy post alpha/beta? I don't expect this in the alpha I just wanna know if you have plans for this at all

Making map provinces specifically for one scenario is not practical

How about this... maybe these provinces could be named differently until they are useful? like naming west Jerusalem and naming east Jerusalem after some outskirt town, like kufr aqab, same can be done done for east berlin, naming it wittenau or smth and naming west berlin just berlin, i think that makes sense because without east/west berlin, as for canals maybe there could be some sort of blue line that appears when they are built that allows countries to pass through and can be occupied or annexed without the provinces its on, maybe that could be a peace treaty option, cus without the Suez, Panama. and without east/west Jerusalem the modern scenarios post the Victorian era are severely inaccurate
