I have an idea for what unions between countries would be like

What could be done is that when you send the message to a nation and they accept it, these things happen: You get a configuration section to customize the flag of the constituent nation of the union, location of the capital and name of the civilization.

I would really like that mechanic because it looks ugly when you split two very complex flags. I hope you add it.

I mean, I personally don't even think creation of unions that aren't historical should be possible, like I personally think ok, creation of historical unions like Austria-Hungary, the commonwealth, UK, Spain should be definitely possible through diplomatic or military means. But creation of Austria-France being possible? I don't think there should be such possibility, let's not forget to divide personal and real unions too, I was personally thinking more about if personal unions will be any different from Vassals or will they just be Vassals like in aoh2, I would actually be really disappointed with game if they were just as Vassals but personal unions are completely different thing, real unions though I think should only be the historical ones and all annexations, integrations of personal unions, creation of real unions should just give you the territory that might be much less rebellious than conquered ones, not create idk "Greek-Ottoman union".

I think non-historical union is cool because it feels like "what if" that you can rewrite history I don't think people will play the game follows history and make alternatives union or bring fail union idea it might fun
