To make it simple, it is like all German states have the same color, and the most powerful country (let's says it's Prussia) led the confederation. So laws and reforms could be applied only for his state, and the possibility to recruit an army for every state of the confederation. So the army is in the name of German Confederation and not Prussia (this could be changed, but it is better that it stays like that or it will be too op). So any state who is part of it could leave the confederation. For federation, it could be unlocked by a law named, decentralized system. It could unlock some bonuses and only federal countries could unlock this ( by editor). No need to see states within. Like confederations, any state who is part of it could leave the confederation. I only talked about the man idea ( so this could be changed) , because I have a test tomorrow. So all of you can deepen. Thank you for reading.
