It should work like this: Defence AI strategy: Build defence based army and defence buildings. Country do as less as posible foreign expansions. Offensive AI Strategy: Litteraly defence strategy but vice versa. Country building a strong offensive army and make expansions as more as possible. Country with this AI may start a global war conflict. About AI strategy flexibility and events: I'm not stay only on this two AI strategies, but this is most basic. Could be a something between that. Like a Colonial Expansion strategy or Economy modernasing strategy. I suppose that this strategy system should be dynamic: can be changed by event or by some conditions. Offensive strategy can changed if country is in one step to defeat or after grand lose in a battle. Defence strategy can change to offensive if country is more powerfull than his enemy. And Events. Very important what event can to determ. For Example is very good if by event we can to prefer in what provinces AI would keep army to defence himselfs or Atack only certain provinces It's could be the breakthrough in AI war modding. It's important for grand wars and war plans. (AI can by event pick the defence line and build defence more smartly). I find it very important for game.
