Pretty Much, A Tribal State WIll Migrate Like The Old Ones BUT! Now That there are so many provinces, a tribal state will have to migrate ALL provinces at once, The Migrate Button Will Activate A Tab Where you can choose the neutral provinces to move to and you MUST move at least 80% of your provinces, But There Is Another Option For Tribes: migration to civilized pastures

Pretty Much, A Civilized state will allow tribes to move into the land, changing the population graph to add them but removing them as a state, this option will give the civilized state a big bonus for agriculture in said provinces, a big manpower boost, and you can even start to get advisors from their group (African, Etc Like Lukasz showed in the council tab, BUT if your Approval rate decreases or your unrest increases, they might have a 40% chance of splitting off with all the provinces they exist in as a minority and majority, which is why you can actually expel them if you put down their attempt by genocide (0.0) which gives you a HUGE unrest increase in said provinces for 100 days and depopulates said provinces, BUT the tribal cores are destroyed
