The Austria issue (1440)

So In 1440 styria, tyrol etc are independent from austria which is accurate since they WERE independent but were ruled by the same guy who ruled austria, my question is

 

 

 

 

 

 

 

 

 

HOW WILL WE FIX THIS?! WILL PERSONAL UNIONS BE ADDED FOR THIS?! HOW?! WILL THEY JUST BECOME PUPPET STATES UNTIL LUKASZ ADDS A FEATURE FOR THEM TO EXIST AND BE RULED BY THE SAME GUY?!

You're right, since there are no dynasties. Hotseat could fix it but it is not possible in RTS games.

Maybe add personal unions as a new type of alliance.

Maybe, with the other Civ colors being exactly like yours just like puppeting and the only difference being that you have to declare war with them individually and any recruited troops would carry their flag, maybe after a while you could even unite them completely thru centralization or smth dismantling their cores
