For example, France member of EU and NATO, Zürich is a member state in medieval Swiss confederation, but it is also a member in HRE.

can a country create alliances in midgame

But we could join alliances in game?? For example Spain joins NATO in 1970??  You could make this possible if the country that wants to join has good relations with all the countries in the alliance and they all allow them to join. For example accept in NATO if you have more than 30 points of good relationship with every Member.
