Adding the Rajputana agency, Kalat, Central India, Sikkim and the principality of Hyderabad would be enough for a vanilla game. I think that this is still the lot of large mods (like White Victory for AoH2). I was more puzzled by the incorrect border of Tibet with Yunnan clique and Xibei San Ma (in addition, the Ma clique consisted of two parts in 1936, each ruled by separate Ma family), and in general a small number of warlords, and with not very precise borders.
