ability to copy and paste HRE into any scenario in scenario creator

i dunno about you, but recreating the HRE's 200 small states will be a massive headache, and other than outside the german city states, the HRE mostly stays the same, so i  suggest we have the ability to copy and paste the HRE and it's city states from the 1440 scenario, maybe (optionally) this could be added as a tool for anything you want

The growth rate won’t always be the same, same thing with cores and economy for example. It will be faster to just manually redo the HRE.

and that's also extremely hard to do, the 1440 scenario is easily the most civ packed one, why do i have to remove/add a gazillion micro states when this can be easily made easier
